• Representative ____, thank you for your service and support of the home health and hospice industry.
• I am asking you to continue to fight to protect Home Health and Hospice CON and oppose any efforts to repeal North Carolina’s law.
• CON laws reduce healthcare costs for patients by avoiding unnecessary expansion or duplication of services and preventing oversupply that can lead to higher costs for patients and exacerbate labor shortages.
• Critically, the existing laws help maintain access to services for historically underserved populations and communities, including rural areas. Across the country, erosion of CON has led to rural hospital closings and threatened lines of service that are essential to the health and well-being of residents, such as labor and delivery, behavioral health, and emergency services.
• We have also seen program integrity concerns in states where CON has been repealed. Specifically in states without CON for Home Health and Hospice, like Florida or Texas, as well as California, Nevada, and Arizona, there has been an explosive growth in agencies, leading to the noted concerns above. In one large metro County in Texas, more home health agencies are now able to serve than four entire Southern States, including North Carolina, combined! Hospice in California had so much growth, which led to fraud investigations into bad actors and a moratorium on all new providers.
• North Carolina does not need to mimic California, Texas, or Florida!  Please preserve CON.
